Minnesotans should not have to wait months or years to learn that taxpayer dollars were misused. The Minnesota State Auditor does not have the authority to stop or pause payments, but the office plays a critical role in moving Minnesota from a reactive system to a more proactive one.

Through its authority to audit local governments, review financial practices, and issue public reports, the State Auditor can identify risks, highlight vulnerabilities, and increase transparency in how public funds are managed. By strengthening audit processes and using tools the current tools like Power BI along with expanded data analytics, the office can detect irregularities earlier and more consistently.

The State Auditor does not control transactions, but can recommend stronger internal controls, promote better data practices, and flag concerns publicly. When issues are found, they can be referred to the appropriate authorities and addressed before they grow.

The goal is simple. Identify risks earlier and strengthen oversight before problems escalate.

With more data-driven auditing and clear reporting, Minnesota can reduce improper payments, improve accountability, and better protect taxpayer dollars while maintaining the independence of the office.

Minnesotans deserve clear, direct access to how their tax dollars are used. The Minnesota Office of the State Auditor should lead in making financial data easy to find, understand, and explore.

This plan modernizes the website using tools already available to the state, including interactive dashboards built with Python, R, or Tableau, along with geospatial mapping through Esri. Static reports and difficult PDFs will be replaced with simple, user-friendly dashboards and maps.

Users will be able to track how funds are distributed across counties, cities, school districts, and state programs. Data will be updated regularly so residents, researchers, and journalists can follow spending as it becomes available. Mapping tools will allow Minnesotans to view how dollars are flowing within their own communities.

Transparency should not require a public records request. A modern, interactive website will give every Minnesotan a clear and accessible view of how public funds are managed.

Local governments should not be burdened by outdated reporting and excessive paperwork. The Minnesota Office of the State Auditor can simplify this process by promoting secure, centralized access to financial data.

This plan connects city and county systems to a shared data framework, reducing the need for manual submissions and duplicative reporting. With improved data access, audits can be conducted more efficiently, risks can be identified earlier, and oversight can occur on a more consistent basis.

A clear prioritization approach will focus attention on higher risk areas while maintaining transparency and communication with local governments. The goal is to reduce administrative workload, speed up audits, and allow local officials to focus on delivering services.

By modernizing reporting practices and improving coordination, Minnesota can create a more efficient and accountable system that works for both taxpayers and local governments.

A relentless focus on cybersecurity.

Protecting public data is essential to maintaining trust in government. The Minnesota Office of the State Auditor must ensure that financial, personal, and program information is protected from cyber threats and unauthorized access.

Working with Minnesota IT Services, the office will rely on continuous monitoring, system audits, intrusion detection, encrypted data storage, and real time alerts to identify and respond to risks quickly. These tools help detect suspicious activity before it becomes a breach.

Cybersecurity also requires strong prevention practices. Regular employee training, updated security protocols, and strict access controls will strengthen both technology systems and internal processes. Coordination with state IT partners will help ensure secure data sharing with local governments, vendors, and financial systems.

Minnesotans should be able to trust that their information is protected. A strong cybersecurity focus ensures government systems remain secure, reliable, and resilient against evolving threats
